Can a Convicted USA Sex Offender move to Canada, or the UK, and not have to register?

A close family friend was molested most of his life, and at age 14 committed a sexual offense with a child under the age of 13.
He has explained to me his misguided thought process at the time, about how my cousin "thought it was normal" when he committed the offense, and didn't think it was wrong in any way.

He recently told me about how he cannot have people over at his residence because neighbors will come out of their homes, and yell obscenities about a "pervert" living there.

He has also been trying to procure a job, and has been denied based on a background check because of the offense.

That person is convicted of Criminal Sexual Conduct(highest) level sex and lives in the USA, Michigan specifically. He served no jail time, and received probation and therapy, successfully completing both. Other than this offense, the person is a model citizen.

Can that person successfully move into another country and NOT have the register on a list? IE Canada, Mexico, anywhere in the UK, Europe.

I fear for this person's future. He is a great person, that was placed in a horrible situation. I see news stories about how people are trying to get laws passed about "castrating" all sex offenders, and making them wear signs on their clothing (De-Ja-Vue to Jewish people...).
